Roads were made for pedestrians and a few horse carriages. Then Henry Ford created cars and with them people were run over and kids were hit. Increased car usage has led to increase policing.

“Traffic enforcement should not be a police duty.” This interview is amazing - especially the part about the fourth amendment protecting your privacy in your home but not your car, and that more cars = more cops.
